<div><span data-teams="true" id="isPasted"><span dir="ltr"></span></span></div><p>MANILA — Dismissed Bamban, Tarlac Mayor Alice Guo will likely be staying at the Philippine National Police Custody Center until Monday, when she will be transferred to the Pasig City Jail, the PNP said Saturday,</p><p>In a text message, Police Col. Jean Fajardo, PNP spokesperson, said the PNP&#x27;s Criminal Investigation and Detection Group needs to return Guo&#x27;s warrant to the Pasig Regional Trial Court before the former mayor who has been linked to illegal Philippine Offshore Gaming Operators can be transferred.</p><p>“As per CIDG, baka by Monday na po. They have to return the warrant first sa RTC Pasig,” Fajardo said.</p><p>Pasig City RTC Branch 167 has issued a commitment order directing the PNP to transfer Guo to the Pasig City Jail Female Dormitory from the custodial center in Camp Crame in Quezon City.</p><p>Guo was supposed to be transferred on Friday evening, but the Bureau of Jail Management and Penology (BJMP) said the transfer would be postponed due to pending documents.</p><p>Jail Superintendent Jayrex Joseph Bustinera, BJMP spokesperson, told members of the media who waited for Guo’s arrival at Pasig City Jail on Friday night that the PNP had told them that the transfer would have to be pushed back.</p><div><a href="https://news.abs-cbn.com/news/2024/9/20/arrest-warrant-vs-guo-out-for-non-bailable-trafficking-raps-1155">Court orders Guo’s transfer to Pasig jail</a></div><div><span data-teams="true" id="isPasted"><span dir="ltr"></span></span></div><p>“According to PNP, hindi po nila na kumpleto ang documentary requirements na kailangan para sa transfer. She will be in the general population, so there is a strict requirement on the medical examination.)</p><p>For her part, PNP Spokesperson Col. Jean Fajardo said that the PNP’s Criminal Investigation Detection Group (CIDG), must first return the warrant of arrest to the Pasig City Regional Trial Court (RTC) branch 167.</p><p>“Kapag tayo ay nagsisilbi ng warrant of arrest, ang susunod pong proseso ay kailangan po natin i-return ‘yung warrant of arrest na isinilbi po natin para i-inform ang korte na itong partikular na tao na ‘to ay inaresto. From there po, mag-iissue ng commitment order,” she explained.</p><p>“Ito po ay mangyayari sa Monday dahil sarado po ang korte ngayong Sabado at Linggo,” Fajardo added.</p><p>(When we serve an arrest warrant, the next step is we have to return the warrant of arrest to inform the court that this person has been arrested. This will only happen on Monday as the courts are closed on Saturdays and Sundays.)</p><p>Pasig City Regional Trial Court Branch 167 issued a commitment order for Guo&#x27;s non-bailable qualified trafficking case in connection with the operation of illegal POGOs.</p><p>However, the commitment order directing the PNP to transfer Guo was issued prior the warrant of arrest.</p><p>“The CIDG deemed it proper to serve first the warrant the warrant of arrest prior committing her sa Pasig City. ‘Yun ang legal position ng CIDG (That&#x27;s the legal position of the CIDG),” Fajardo said.</p><p>One of the documents the PNP must secure before transferring Guo is the medical examination, which was not completed yesterday.</p><p>“‘Yung mga supposedly mag-eexamine po sa kanya at magce-certify po doon sa ibang mga test po ay wala na po kasi almost past nine nung nadala po siya sa hospital po, kaya they have to wait for some papers po,” Fajardo said.</p><p>(Those who are supposed to examine her and certify her tests went home already since she was brought to the hospital almost past nine, so they have to wait for some papers.)</p><p>“So ang stand po ng PNP nung hindi po natapos itong mga proseso po na ito, ay they have to return first the warrant of arrest issued by RTC branch 167,” she added.</p><p>The Pasig City RTC branch 167 , issued a commitment order on Friday against Guo for her non-bailable qualified trafficking case related to the operation of illegal Philippine Offshore Gaming Operators (POGOs).</p><div><strong>HONTIVEROS: NO BAIL MEANS GUO CAN&#x27;T USE POGO MONEY TO EVADE ACCOUNTABILITY</strong></div><p>In a statement, Sen. Risa Hontiveros, who has been leading the Senate hearings into illegal POGOs, welcomed the commitment order for Guo, saying it is an important first step in seeking accountability for foreign nationals who were allegedly forced to work at the POGO hub in Bamban, Tarlac that authorities raided earlier this year.</p><p>Authorities, including the Presidential Anti-Organized Crime Commission, have found indications of torture and human trafficking at the POGO hub, where workers were allegedly forced to participate in crypto investment scams.</p><p>“Hindi siya makakapyansa kaya hindi niya magagamit ang POGO money niya para lusutan ang batas,” she said.</p><p>(She cannot post bail, so she will not be able to use POGO money to evade the law)</p><p>Guo, subject of an Immigration Lookout Bulletin Order, slipped out of the country in July and was at large until Indonesian authorities found her in Tangerang City, an area just outside the capital of Jakarta. She has since been brought back to face cases and complaints filed against her.</p><p>“Guo Hua Ping, wala ka nang lusot (There is no way out for you). We will have at least one more hearing.
