MANILA — The Marcos administration is “very optimistic” that a final peace agreement with communist rebels will be signed even before the end of the term of President Ferdinand Marcos, Jr. in 2028.

Presidential Adviser for Peace, Reconciliation, and Unity Secretary Carlito Galvez made the statement as the Philippines begins the celebration of the 2024 Peace Consciousness Month.

The Philippine government and the National Democratic Front of the Philippines (NDFP) agreed last November to reopen peace negotiations, in a bid to end decades of civil discord.

The NDFP negotiates on behalf of the Communist Party of the Philippines (CPP) and its armed wing New People's Army (NPA).

“Ongoing pa rin ang ating exploratory talks at nakikita po natin na last November nagkaroon tayo ng vision statement. Dun sa proseso, number 1 is getting the vision statement, number 2 framework agreement and number 3 is the final peace agreement,” Galvez said in a Palace briefing.

“Sa ngayon ongoing po ang ating constituency building and ongoing pa rin ang exploratory talks.”

Galvez said Marcos is “committed to finish all agreements and implement it during his time."

“Yun ang pinaka-guidance sa amin and we are more than happy and being inspired na we commit to the aspiration of the President and the national government we will finish the final peace agreement with the CPP-NPA in the future,” he said.

“Very optimistic, within the term of the President… even before the term ends.”

The Duterte administration had terminated all peace negotiations to resolve the over 50-year communist insurgency in the Philippines.
