The bill, among others, sets up the PCG Modernization Trust Fund to be used exclusively for the PCG Modernization Program. It shall be sourced from Fees, dues, charges and fines collected relevant to the exercise of its various functions; Proceeds from the disposal of excess and uneconomically repairable equipment and other movable assets of the PCG; and All interest income that accrues to the Trust Fund.

The bill also stated the amount necessary for the initial implementation of the measure shall be charged against the current year's appropriations of the PCG. “Thereafter, such amount shall be included in the 8 annual General Appropriations Act,” it said.

The House also approved on third and final reading House Bill 10811 that sets May 8 of every year as Special Working Holiday to mark Transportation Workers Holiday; House Bill 10823 seeking to establish public basic education schools in geographically isolated and disadvantaged and conflict affected areas, providing access roads leading to last mile schools; House Bill 10840 seeking to establish the Young Farmers and Fisherfolk Challenge Program, and creating for the purpose the Young Farmers and Fisherfolk Challenge Council.
