Senator Joel Villanueva believes that Wu Duanren, a Chinese executive of Whirlwind Corporation, is the big boss of Philippine Offshore Gaming Operators (POGOs) in the country.

Whirlwind is the company that leased a property to Lucky South 99, an illegal POGO in Porac, Pampanga.

“He's the one running the show in as far as yung pagiging notorious group na nandito sa Pilipinas,” Villanueva said. “Maraming tauhan na Chinese military officer na confirmed na nandito sa Pilipinas, nagpunta sa Pilipinas, tumira sa Pilipinas, tumira diyan sa Pampanga.”

Villanueva alleged that Wu has been operating in the country since 2019 and was also behind the establishment of POGOs in Angeles City, Pampanga, Laoag, Ilocos Norte, and Vigan, Ilocos Sur.

“If you connect the dots, itong mga torture chambers, mga crimes, mga kidnapping, etc., even prostitution, sa kanya, sa kanya nali-link. So if there's one person na puwede talagang katakutan ni Guo Hua Ping, itong si Duanren Wu,” he added.

According to Katherine Cassandra Ong, an authorized representative of Lucky South 99, Wu is a former Chinese police officer.

The National Bureau of Investigation (NBI) earlier said that Wu and Zhang Jie, the resident of Lucky South 99, helped Guo and her group after they left the country.

Senator Sherwin Gatchalian on Thursday also said he received information that Guo’s business partner, Huang Zhiyang, also helped them overseas.

Villanueva said Huang was the one who facilitated the escape of Guo, her brother Wesley, and Shiela Guo from the Philippines. He was also allegedly the one who lent them the yacht.

“Ang balita nating itong Huang Ziyang na itong may parang two years old na baby dito sa Pilipinas. Kaya malaki ang interest niyang tao na yan kasi nandito pa yung anak niya. And I think tatlo, apat yung asawa kasi niya,” Villanueva said.

The senator also linked Wu, Huang, and Zhang to criminal groups. “These guys are connected to the Hong Kong Triad. Yung Hong Kong Triad, yung Macau Mafia, dun sila.”

Authorities are doing everything to bring the three back to the country, according to Villanueva.
