MANILA – Justice Secretary Jesus Crispin Remulla said requests to place an accused under house arrest is up to the discretion of the court.

But in the case of Kingdom of Jesus Christ leader Apollo Quiboloy, Remulla said he does not see the need on why it should be granted.

"But as far as I remember, ‘yung mga binibigyan ng house arrest ‘yung mga hindi nag resist o kaya pumayag kaagad na maaresto. ‘Yung mga nanago at nagpahirap sa gobyerno, madalang tayo mag bigay ng house arrest sa mga taong ganito," Remulla said on Wednesday when asked about Quiboloy's request.

The DOJ chief said those who have medical conditions may also be granted house arrest.

"This is something we are not ready to discuss because it is within the court's ambit. Hindi tayo dapat ang sumagot sa bagay na yan," he added.

Quiboloy's camp said it filed a motion in court requesting to transfer him to the custody of the Armed Forces of the Philippines from the Philippine National Police.

KOJC chief legal counsel Israelito Torreon said the move is out of concern for Quiboloy's safety.

The Department of National Defense on Monday rejected the proposal seeking the transfer of the religious leader.

REMULLA ON QUIBOLOY'S FACE BEING HIDDEN

Remulla again questioned the way Quiboloy's presentation to the public was handled by police.

He maintained that the KOJC leader's face should not have been completely covered when he was presented to the media by the national police.

The PNP also drew flak online for releasing blurred versions of the mugshots of Quiboloy, which some believe were "special treatment" since he is a high-profile inmate.

The DOJ chief believes the police should be fair with these procedures.

"Hindi dapat ganun ang nangyari. Sinabi na natin dati, dapat diyan fair is fair. Nilagay mo nga sa wanted poster, hindi mo ilalagay sa, hindi mo ilalabas na huinuli mo, hindi mo papakita yung mukha. Dapat pinakita mukha. So people will believe na nahuli talaga," he said.

"Dapat makita ng tao, dapat masatisfy ang tao na siya talaga yung under custody," Remulla added.

The PNP on Tuesday defended the move, saying they usually blur the faces of arrested individuals, even if they are ordinary citizens.

It said this is based on the advisory of the Commission on Human Rights that individuals are presumed innocent until proven guilty.

FREEZE ORDER VS. KOJC SHOULD BE IMPLEMENTED

The DOJ stood firm that the freeze order issued against the back accounts and real properties registered under the name of Apollo Quiboloy and his KOJC church must be implemented, regardless of the administrator.

In March, former President Rodrigo Duterte was appointed administrator of KOJC properties.

"Yung freeze order ng CA dapat Sundin kahit sino man ang may hawak ng properties or bank accounts. The fact naging administrator ng KOJC properties si former President Rodrigo Duterte ay isang bagay na hindi importante sa issue ng freeze order. Ang importante diyan, may freeze order at dapat sundan. Habang nandiyan yan, ipapatupad yan at wala dapat makakagalaw," Justice Undersecretary Raul Vasquez said.

Last month, the Court of Appeals extended the freeze order up to February 6, 2025.

Duterte filed cases against Interior Secretary Benhur Abalos, PNP Chief Gen. Rommel Marbil and other PNP officials over the police operation in the KOJC compound in Davao City.

National Prosecution Service OIC-Prosecutor General Richard Fadullon said the complaints will be transferred to the main office in Manila.

"Yes there were cases that were filed for unjust vexation before the Prosecutor's Office Davao. I think there has already been an order to transfer these cases here in the main office for us to have a prosecutor investigate all of them," he said.

Cardinal Luis Antonio Tagle, the pro-prefect of the Vatican’s Dicastery for Evangelization, led a rosary prayer for the health and speedy recovery of Pope Francis on Tuesday evening at St. Peter’s Square in the Vatican (4:00 A.M. February 26, 2025, in Manila).


Hundreds of faithful gathered to participate in the prayer service.


The rosary is part of a nightly initiative that began on Monday, led by Cardinal Pietro Parolin, the Vatican’s Secretary of State.


Cardinal Tagle was also present during Monday’s rosary, where he was joined by hundreds of Catholics.

In the latest health update posted at around 3:00 A.M. Manila time on February 26, the Vatican stated that the Pope’s “condition remains critical but stable,” adding that he has not experienced “acute respiratory episodes, and hemodynamic parameters continue to be stable.”


“In the evening, he underwent a scheduled CT scan for radiological monitoring of bilateral pneumonia. The prognosis remains cautious,” the Holy See Press Office wrote in the statement.


The Vatican further revealed that the Holy Father continued working after receiving the Eucharist in the morning.


The prayer service was streamed live on the Vatican News website and social media channels.
