MANILA – The Department of Justice on Tuesday designated Joel Anthony Viado as officer-in-charge of the Bureau of Immigration after the dismissal of Commissioner Norman Tansingco. 


Justice Secretary Jesus Crispin Remulla earlier sought the dismissal of Tansingco, who he accused of "not doing anything" about the alleged issuance of working visas to "fake" corporations that led to the entry of illegal gambling workers into the country.


Remulla also accused the immigration bureau of helping the escape of Guo and her supposed siblings. 



“This has been a big problem for the longest time, we have not been lacking of reminders to the Immigration Commissioner about these problems,” Remulla said.


Viado, a deputy commissioner, will serve as the bureau’s OIC until President Ferdinand Marcos Jr. appoints a new immigration chief. 


"It is essential that we assure our people that the services of our immigration bureau will remain uninterrupted and consistent regardless of any transition in leadership. Hence, I entrust the stewardship of the bureau to Deputy Commissioner Viado, who I believe is best fit for the position," Remulla said. 


Justice Undersecretary Nicholas Felix Ty said the designation of a caretaker for the Bureau of Immigration was part of a “natural course of events.”

"If there is a vacancy in government, lalo na if it’s the head, dapat lang magtakda ng OIC si Secretary," Ty said.

(If there is a vacancy in government, especially if it's the head, it's just right that the Secretary names an OIC.)

"At si Deputy Commissioner Viado, kung hindi ako nagkakamali, siya yung pinaka senior so tama lang na siya," he added.

The BI on Monday maintained that Guo and her alleged sister Shiela left the country "illegally without undergoing regular immigration inspection," adding that no Philippine stamps were found in their passports.

Guo was eventually arrested in Indonesia. 

She told the Senate committee on women on Monday that no immigration personnel nor Filipino officials had helped her flee the country.

Tansingco in the same hearing told senators that he learned of Remulla's desire to replace him through the media and that he had yet to be officially informed.

Guo faces graft, money laundering and human trafficking cases, as well as accusations of undesirability and misrepresentation for allegedly acquiring her Filipino citizenship through fraudulent means.
