Harry Roque at the Department of Justice in Manila on September 7, 2022. <em>George Calvelo, ABS-CBN News/File</em></p><div><br/></div><div style="text-align:left"><br/></div><p style="text-align:left">MANILA — Former Palace spokesman Harry Roque and 11 others have been put on an immigration lookout bulletin due to their alleged involvement in Lucky South 99, a Philippine Offshore Gaming Operator (POGO) being investigated over alleged crimes.</p><p>In a memorandum dated Aug. 6, the Department of Justice said an Immigration Lookout Bulletin Order (ILBO) was issued against Roque, Cassandra Li Ong, Dennis Cunanan, and other personalities allegedly involved in Lucky South 99. </p><div><a href="https://news.abs-cbn.com/news/2024/7/29/harry-roque-fumes-at-senate-hearing-scolded-for-disrespecting-hontiveros-1558" id="isPasted">• Harry Roque fumes at Senate hearing, scolded for &#x27;disrespecting&#x27; Hontiveros</a></div><p>&quot;Considering the gravity of the possible charges... there is a strong possibility that the abovementioned nationals may attempt to place themselves beyond the reach of the legal processes of this department by leaving the country,&quot; the agency told the Bureau of Immigration.</p><div><a href="https://news.abs-cbn.com/news/2024/7/10/senate-panel-to-summon-harry-roque-over-alleged-links-to-porac-pogo-1215">• Senate panel to summon Harry Roque over alleged links to Porac POGO</a></div><p>An ILBO directs immigration personnel to note a subject&#x27;s movements, inform agencies of a pending departure and endorse a subject for secondary inspection if necessary.</p><p>Roque has repeatedly denied lawyering for Lucky South 99.</p><div><ivs-player data-ivs-key="e8c22c015ca9eafa76f1e3edfa03c603" data-ivs-spid="3001339" data-ivs-vid="3065337"></ivs-player></div><script src="https://player.ivideosmart.com/ivsplayer/v4/dist/js/loader.js"></script><div><strong>&#x27;HARASSMENT&#x27;</strong></div><div><strong> </strong></div><p>In a statement, Roque said the ILBO was nothing but &quot;plain harassment&quot; as he insisted that the evidence connecting him to the Porac POGO was weak.</p><p>&quot;The only pieces of evidence they have are: one, that I have accompanied Katherine Cassandra Li Ong for rescheduling of arrears payment; and two, an uncorroborated organizational chart, which I had no participation in preparing neither did I consent to my name’s inclusion,&quot; he said.</p><p>Roque said he does not intend to leave the Philippines.</p><p>&quot;There is no reason to leave the Philippines. I will face my accusers and answer all allegations related to offshore gaming,&quot; he said.</p><p>The Department of Justice said the ILBO was not a form of harassment.</p><p>“I really don&#x27;t see where that&#x27;s coming from dahil 12 naman po yung nakalagay dun sa ILBO and sa tingin naman po natin, at the end of it all, na ang dami na pong ahensya nag-i-investigate ito,” Justice Assistant Secretary Mico Clavano said.</p><p>Clavano also pointed out that the ILBO is merely a monitoring mechanism and does not prevent an individual from leaving the country.</p><p>“So, pag lumabas ang isang tao na may ILBO, tinitimbre lang po iyan sa immigration at wala po kaming magagawa na hindi palabasin yung tao na yun,” he said.</p><div><br/></div><div><strong>PROBE VS GUO</strong></div><div><br/></div><p>Meanwhile, the preliminary investigation of the DOJ panel of prosecutors on the human trafficking complaint against <span style="background-color:transparent">suspended Bamban Mayor Alice Guo and other respondents was deemed submitted for resolution, except for three others who asked for an extension to file their counter-affidavits. </span></p><p>Guo and 14 others are under investigation for human trafficking following the raid of a POGO hub in Bamban.</p><p>“Yung iba po, si Mayor Alice Guo and three other Chinese incorporators were not able to file and it was decided by the panel of prosecutors not to give them anymore another chance or another extension,” Clavano said.</p><p>Three other respondents, including former Technology and Resource director general Dennis Cunanan were granted an extension of 10 days to submit their counter-affidavits.</p><p>“Yung iba po ay wala dito sa bansa, yung iba din ay nag-change po ng counsel, so yun yung mga reasons, and one was recently impleaded so tama na rin na nabigyan siya ng extension ng panel of prosecutors,” Clavano said.</p><div><br/></div><div><strong>RELATED VIDEO: </strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/aLnmxO4YP5o?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
