MANILA — Senator Raffy Tulfo on Monday urged the Land Transportation Office (LTO) to require vehicle owners to personally register their vehicles to avoid duplications and gaffes in the system.

Law enforcers are having a hard time tracking some vehicle owners as their vehicles are registered under the name of a fixer or another individual, Tulfo said during a Senate hearing.

"Obligahin niyo ang bawat tao na kapag nagparehistro ng sasakyan pumunta sila doon," the senator said.

"From now on lahat ng tao na magre-renew ng kaniyang registration sa plaka, he or she has to be there in person," he said.

"Only then maso-solve natin itong problemang ito kasi yung open deed of sale, naaabuso ito especially sa mga second hand car dealer," he added.

Under the current system, an individual may handle the registration process of another person's vehicle provided that he or she presents complete documentary requirements on behalf of the vehicle's owner.

The suggestion comes after tollway operators said that they need help in ensuring that each vehicle's plate is properly registered as they transition into a more modern toll fee collection system.

The LTO said it would consider Tulfo's suggestion, adding that it is in the process of crafting guidelines for motorists who would soon use the barrier-free toll system in expressways.

"Mapipicturan po natin yung plaka… We need to bring out the plates of all the motor vehicles," LTO chief Vigor Mendoza said.

Authorities also need to beef up its patrol units to apprehend motorists who would take advantage of the new system, he said.
