Law enforcers are having a hard time tracking some vehicle owners as their vehicles are registered under the name of a fixer or another individual, Tulfo said during a Senate hearing.

Under the current system, an individual may handle the registration process of another person's vehicle provided that he or she presents complete documentary requirements on behalf of the vehicle's owner.

The suggestion comes after tollway operators said that they need help in ensuring that each vehicle's plate is properly registered as they transition into a more modern toll fee collection system.

The LTO said it would consider Tulfo's suggestion, adding that it is in the process of crafting guidelines for motorists who would soon use the barrier-free toll system in expressways.
