What was supposed to be a hearing on Thursday on the "Policies of Television Networks and Artist Management Agencies in relation to Complaints of Abuse and Harassment" at times turned into a discussion on matters of consensual sex as committee chairperson Sen. Robinhood Padilla quizzed Kapunan on these issues.

The panel was originally probing cases of sexual harassment in television networks, with its past hearings focusing on the case of Sandro Muhlach who has filed a sexual molestation case against two independent contractors of GMA Network. That case was not tackled in this hearing so Padilla looked to focusing on possible amendments to existing laws.
