The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) was created based on an executive order, which is why its more than 200 personnel are all contractual workers who need to renew contracts either annually or semi-annually, Galvez said during the “Kapihan sa Manila Bay” news forum.

The OPAPRU — whose mandate is to negotiate with rebels and combatants, and facilitate their reintegration to society — was created in 1993 through an executive order of then-President Fidel V. Ramos.

The OPAPRU chief said his office plans to formally propose the creation of a new department to the Congress soon.

So far, the Department of Budget and Management has earmarked a P7-billion appropriation for the OPAPRU under the proposed 2025 national budget.

More than half of the fund will be allocated to financial assistance for rebels who will agree to surrender to the government, Galvez said.

Some P2.2 billion will be used for the construction of farm-to-market roads and water facilities in rural areas, especially in parts of Mindanao where development has been stunted due to the decades-long presence of armed groups, he said.
