MANILA -- Senator Nancy Binay walked out after clashing with Senator Alan Peter Cayetano during the hearing of the Senate accounts committee that is tasked to review the construction of the new Senate building.

Binay questioned how the amount of P23-B, earlier mentioned by Senate President Francis Escudero as the building's current cost, was arrived at. She pointed out that the amount is nowhere to be found in the documents of the Department of Public Works and Highways (DPWH).

Earlier in the hearing, DPWH Senior Undersecretary Emil Sadain apologized after Cayetano questioned his statement in a media interview that total funding for the project has not reached P23 billion.

"So tama po na on your documentation, there's no such thing as P23-B from DPWH. So I think, USec Sadain, hindi niyo ho kailangan mag-apologize," Binay said.

Cayetano responded: "Sorry, ito 'yung presentation nila. Nandiyan 'yung P21.7-B. If you add the land cost, it's P23-B. This was submitted by them."

The exchange between the two senators became heated as Cayetano referred to Binay's statement regarding an unnamed senator who is allegedly backstabbing her, and when she referred to politics and the Makati-Taguig feud as a possible motivation for the review.


"Hindi po ako ang nanggugulo Mr. Chairman, pag pasok ko pa lang ginugulo mo na ang issue," Binay told Cayetano.

"Hindi po ako ang nanggugulo Mr. Chairman, pag pasok ko pa lang ginugulo mo na ang issue," Binay told Cayetano.

"Ma'am, hindi magulo ang issue," Cayetano responded. "Ang linaw-linaw ng issue, P23-B galing sa staff mo. Ikaw ang pumupunta sa media, sa radio. Kung ano-anong paninira, kung ano-annong sinasabi mo sa akin."

"Sabi mo, may sumasaksak sa likod mo. Eh 'di kasuhan mo ng attempted murder," he added. "Sino ba sumasaksak sa likod mo? Wala akong alam doon."

Binay replied, "Sige, bubulong ko sayo mamaya kung sino ang sumasaksak."

Cayetano stressed, "Pero hindi ako," to which Binay again responded by saying: "Actually, Mr. Chairman, may [sinabi] ba akong ikaw? Wala akong sinabi na ikaw, ha."

"Sasabihin mo sa media, may kinalaman ito sa Taguig at Makati, sasabihin mo may sumasaksak sa likod mo, ano iisipin nila?" Cayetano said.

"Sinabi ko ba [na] Alan Peter Cayetano ang sumasaksak sa akin? 'Di ba sabi nila, 'pag nagre-react ng ganiyan, baka guilty," Binay said.

Cayetano fired back, saying: "Ma'am, basta, sasabihin ko sa'yo, Lourdes ang pangalan mo, hindi Marites. Kaya ayusin natin 'to, nakakahiya na."

Binay said, "Hindi po tayo Marites, Mr. Chairman," before walking out. 

Cayetano, the new chairman of the Accounts committee, had sought to scrutinize the costs following a review ordered by Escudero.

The DPWH admitted no consultations were made with the Senate employees and senators prior to the detailed architectural and engineering design or DAED.
