Marcos visits flood-hit areas in Malabon, Navotas

MANILA — President Ferdinand Marcos Jr. on Thursday said there is a need to reexamine the designs for the Metro Manila’s flood control facilities, as he noted that the numerous flood control projects in the National Capital Region were not effective in preventing flooding, even as the volume of rainfall on Wednesday was significantly lower than 2009’s typhoon Ondoy.

The Philippine leader made the statement as he visited flooded areas in Valenzuela and Navotas to check on the situation of the residents affected by the recent inclement weather. 

The President, along with other government official boarded the military truck on Thursday to visit the evacuation centers in Malanday National High School and the Brgy. Tanza in Navotas.

“Just a simple assessment ng ano, the reason I did this was to really inspect because I wanted to see what the situation was. And I was right, it’s very different, listening, reading the piece of paper than actually seeing it, what people had to go through,” Marcos Jr. said.

“So we have to relook, we have to reexamine some of the designs of our flood control. Dahil for example, this was not… The amount of water was as not as bad as Ondoy, but the effect was greater than Ondoy. Mas malaki ang baha. Mas marami ang nabaha na lugar kaysa panahon ng Ondoy. Mas marami tayong flood control ngayon kesa noon,” Marcos said.

“This is what the effects of climate change are. Now, what we have na, what we have seen is that one of the most important parts na nagka problema was that navigation gate that we went to na nasira because binangga ng isang barko, basta hindi sumunod sa instructions, sinira nya. That’s why Navotas is still 80 percent under water, Malabon the same, Valenzuela also. So we have to really look into that sort of thing, yung pumping station marami na.”

Marcos also went to the command center of the Valenzuela City LGU, where he talked to officials about addressing the gaps in the LGU’s warning system whenever dam gates are being opened, to ensure that residents are given adequate time to evacuate.

“May weakness tayo dun, dun sa communication, kapag magbubukas ng dam, pag aapaw, kailangan yung downstream communities alam nila. You give them as much as, sasabihin, tatlong oras, pwede na siguro yun. Apat na oras,” Marcos told officials.

The President also instructed local authorities to repair the damaged navigational gate in Barangay Tanza which is seen to have aggravated the flooding situation in the area.

“That’s why Navotas is still 80 percent under water, Malabon the same, Valenzuela also. So we have to really look into that sort of thing, yung pumping station marami na. Yun nagka problema na. Sana matuto na yung tao, huwag naman kayong nagtatapon ng basura dahil yung basura ang nagbara dun sa mga pump natin, kaya hindi kasing effective na pwede. Like yung Navotas you have 81, in Valenzuela I think they have 32. So marami na yung pumping station, pero talaga you have to put it somewhere,” he said.

Marcos meanwhile called on local officials to look for possible short-term solutions to the flooding while the repairs are going on.

“Okay. And then I want to see what the damage is so that is there something that we can do --- buhusan natin ng sandbag or something. I don’t know. Pero, we have to get an engineer to look at it and to tell us what we can do so that hindi tuloy-tuloy ang pasok ng tubig. Mataas pa rin ang tubig,” the President told Public Works Secretary Manuel Bonoan.

“Patingnan mo nang mabuti para maayos natin. Kahit pangremedyo lang temporary. Saka natin balikan pag medyo bumaba na 'yung tubig and let’s see what really we can do para ayusin 'yung damage na nangyari.”

Following his visit, the President vowed to prioritize the relief packages for affected areas in Metro Manila and other regions.

“Now, when I get back to the office, I will be putting together --- now that I know what the situation is, where the areas are that need the most, we’ll be putting together already the [relief] packages for the LGUs, here in NCR, not only NCR, in Region 3, in Calabarzon, NCR,” he said.
“Marami nang tumawag sa akin kaninang umaga pa. So, we will put that all together so that we can go to DBM and tell them to release this already para magamit na ng ating mga local officials.”
