During the regular session of the Senate on Tuesday, Zubiri explained that he, former Senate President Pro Tempore Loren Legarda, and former Majority Leader Joel Villanueva do not have committee memberships because they were ex-officio members of all panels as Senate leaders.

The Senate is having a caucus of all senators to figure out a path forward but he expressed readiness to give them memberships, citing the pending workload of the Senate and its committees.

"We are having a caucus that's my understanding from our majority leader and we will discuss that but on an additional note SP Migz, the vice chairmanships of some of those who resigned as chairmen still remain and their memberships except those who are ex officio still remain as well and it is in the interest of the chamber to fill up these vacancies as well so we would be more than willing to work with you with Sen. Villanueva and upon agreement in the caucus to so fill up all of these committee vacancies so that the committee reports can be signed too because as you understand when we changed the chairman of the committee on Finance, the pending committee reports that were signed by the committee on Finance have to be refiled again and the new majority in the committees the signatures would have to be obtained again," Escudero said.
