The suspension comes amid the continuous rainfall brought about by the southwest monsoon and typhoon "Carina."

However, it clarified that agencies whose functions involve the delivery of basic and health services, disaster-preparedness and response, and other vital services shall continue with their operations.

Suspension of work in private companies has been left to the discretion of their respective heads.

The memo circular was signed by Executive Secretary Lucas Bersamin.

Meanwhile, both the Senate and the House of Representatives also implemented shortened work hours for the day.

"Upon instruction of Senate President Francis 'Chiz' G. Escudero, Senate secretariat officers and employees who are not assigned specific tasks for the conduct of the plenary session today are allowed to go home at 2:30 p.m.," read the advisory signed by Senate Secretary Atty. Renato N. Bantug Jr.

"Work is hereby suspended at 3:00PM today," an advisory issued by House Secretary General Reginald Velasco stated. "However, those involved in committee hearings and/or in-charge of security and technical services/operations shall continue with their respective tasks." -- with a report from Vivienne Gulla, ABS-CBN News
