Cayetano to push through with Senate building probe, open to conciliation with Binay

MANILA – Senate Accounts Committee Chair Alan Peter Cayetano said he would continue looking into the New Senate building project, even as he is ready to resolve the ethics complaint filed against him by Senator Nancy Binay through conciliation under the Senate ethics committee.


Cayetano claimed he found out that some information and details about the project were withheld from him.


"I think it's a good idea na magka-conciliation, but in this case kasi this is all about the new Senate building, the delays and the cost, and developing yung story," Cayetano said. 


"Just this week I found out maraming tinatago sa atin. Sino nagtatago, bakit tinatago I haven't gotten to that. But I've finally seen the caches halos a half room full of documents. We're going through it and people are either blatantly lying or just not speaking to us.” 


He said the P23 billion price tag earlier reported for the building would even appear “a little bit conservative.” 


“I have to consult the Senate President. But I will do my duties… Di ako pwedeng lumingon kasi na o ayan yung ethics, anong gagawin sa iyo doon. I have to look forward na yung goal maganda masunod yung design matapos kaagad at sa tamang presyo," he said. 



Cayetano appealed to Binay, who was his predecessor as committee chairman, the Senate Coordinating Team and the Department of Public Works and Highways to spill everything about the project.


"Di ko alam bakit ganiyan ang nagiging reaction ng marami, either frozen or nagkakalat ng gossip tungkol sa amin or politically may attacks when what we're doing is the review. If they came forward and gave us everything we would have decisions by now," Cayetano said.


"I consulted the President we want to do the technical decisions all within the month of August para walang further delays and then para nga yung cost hindi [tumaas].” 


Cayetano said he was open to conciliation only if it won't affect his review of the project.


"Secondary yung relationship namin, secondary yung if I can use the word tampuhan… I'm not perfect. I apologized to the public." Cayetano said.


Earlier in the day, Sen. Nancy Binay said Cayetano has not apologized to her.


"Nais lang po natin linawin na ang apology was directed solely to the officials of the DPWH who attended the hearing. Salamat," Binay said in reaction to Senate Ethics Committee Chair Francis Tolentino's recognition of Cayetano's apology in the last hearing on the new Senate building. 


Binay had walked out of a previous hearing after Cayetano accused her of feeding questions to the media. He also called her “Marites”, a derisive term for a rumor-monger. 


On Wednesday, Tolentino emerged from the organizational meeting of the Ethics Panel confident that the Binay vs Cayetano ethics case could be resolved through the newly installed conciliation proceedings of the panel. Tolentino cited Cayetano's apology.


Last week, Cayetano opened the second hearing of the Accounts Committee on the new Senate building with an apology for the heated exchanges in the previous hearing.



While he did not make any direct references to the ethics complaint filed by Binay, Cayetano said he would deal with that issue later on.


"Gusto ko rin humingi ng paumanuin lalo sa mga nanunuood na alam niyo pag mataas yung mga emosyon, talagang minsan nagkakasagutan. We'll deal with that issue later on we just  all have to remind ourselves that eyes on the ball," Cayetano said.
