"That is why this project is very important, and that is the reason why we are targeting Mindanao because even though the entire country has an internet penetration rate of 73.6%, approximately 6 million Filipinos have access to internet, this disparity is larger in Mindanao, where in some regions especially Region 13, the internet penetration rate is as lower than 17%," Dy said in a press briefing in Malacanang.

Uy added that part of the components of the PDIP focuses on securing the networks against hacking and other forms of cyber security threats.

"The 772 free wifi sites are controlled environment that are directly connected to the DICT servers and systems. Which means it is easier to monitor them, because there are automated ways to monitor this. It is easier," he said.
