MANILA — The Commission on Human Rights (CHR) on Tuesday apologized to the Bureau of Corrections (BuCor) for linking it to an issue at the Pasay City Jail, which is actually under the Bureau of Jail Management and Penology (BJMP).

The issue stemmed from the CHR's concern last month regarding the 400 persons deprived of liberty (PDLs) who were reportedly displaying symptoms of tuberculosis in the Pasay facility.

"We express our sincerest apologies to the management and the entire institution of BuCor... we shall ensure the accuracy of facts in similar future statements," the CHR stated.

BJMP, which is attached to the Department of the Interior and Local Government, has jurisdiction over district, city, and municipal jails.

The Bureau of Corrections, meanwhile, is attached to the Department of Justice and operates the country's prisons and penitentiaries and has jurisdiction over convicts sentenced to three years of imprisonment and longer. 

The Commission likewise took note of the BJMP's clarification that out of the 392 suspected cases, only 18 PDLs turned out positive for tuberculosis in "gene testing."

"These individuals have now been isolated and are receiving the necessary medical attention. This development highlights the unwavering commitment of penology sector to address and manage health concerns within correctional facilities," the CHR stated.
