MANILA — The group "Atin Ito" will push through with its second civilian-led supply mission to the West Philippine Sea following its initial mission last December.

The mission to Bajo de Masinloc or Scarborough Shoal will be held from May 14 to 17, 2024.

Retired Supreme Court Justice Antonio Carpio, one of the key members of the group, described it as a "people power at sea" as they champion the "active citizenship model" to defend the country’s territorial integrity.

The disputed area is being claimed by the Philippines and China, with Chinese vessels regularly patrolling the area.

“This is like people power at sea. We are exercising our sovereign rights peacefully in our Exclusive Economic Zone. We have every right to do this because it is our Exclusive Economic Zone and there is freedom of navigation,” Carpio told media at a press conference in Quezon City.

Akbayan president Rafaela David said the second supply mission aims to conduct a peace and solidarity regatta off the coast of Masinloc. They will also place symbolic markers or buoys bearing the message “WPS, Atin Ito” (WPS is ours). 

The mission will also give food and fuel to fishermen in the contested area.

Four big boats will join the supply mission with each boat carrying up to 40 passengers. About 100 smaller fishing boats will also join the mission which will begin in Masinloc, Zambales. They will head to the area near Bajo de Masinloc or Scarborough Shoal.

“Filipinos are presenting a new model - it’s active citizenship. Where you have ordinary citizens coming together in solidarity to show and to give support to the most affected in the area. This is one way to push for civilian activity in the area,” said David as they want to "civilianize" the area which she said is being militarized by China.

The group asserts that the supply mission was coordinated with various government agencies. 

“We are coordinating with Coast Guard. We are coordinating with Marina. We are coordinating with BFAR. Kahit sino coordinating, malinaw,’ said Edicio Dela Torre, President of the Philippine Rural Reconstruction Movement, which is also part of Atin Ito.

The group asserts that the civilian-led mission is its new model which is citizen-led of defending the country’s territorial integrity. It is also one that is aimed to unite all Filipinos through peaceful action.

Fr. Robert Reyes, a member of the group, added that Filipinos can still join their mission even if they don’t join the sea trip. He urged the public to display the Philippine flags in their homes, schools, churches, or businesses.

“Sa buong barangay niyo, kung mahal niyo ang Pilipinas, magsabit kayo ng bandila. Tama ba yun? At sa lahat ng mga pari, obispo, sa lahat ng simbahan, sekta ano man paniniwala niyo, naniniwala o hindi naniniwala sa Diyos na Pilipino, magsabit po tayo ng bandila sa ating mga tahanan,” Reyes said.
