Comelec taps SMS Global Technology for online voting, counting system project
MANILA — The Commission on Elections on Wednesday approved the recommendation of the Special Bids and Awards Committee (SBAC) to tap the services of the joint venture of SMS Global Technologies, Inc. and Sequent Tech Inc., in relation to the agency’s procurement of Online Voting and Counting System (OVCS) for the 2025 national and local elections.
MANILA — The Commission on Elections on Wednesday approved the recommendation of the Special Bids and Awards Committee (SBAC) to tap the services of the joint venture of SMS Global Technologies, Inc. and Sequent Tech Inc., in relation to the agency’s procurement of Online Voting and Counting System (OVCS) for the 2025 national and local elections.
The said company was earlier declared by the SBAC as the bidder with the “Lowest Calculated and Responsive Bid.”
Another bidder — Voatz-EPLDT-EBIZ joint venture — initially filed a Motion for Reconsideration in declaring SMS Global Technologies, Inc’s qualifications as the more qualified bidder, but this was thumbed down by the Comelec SBAC.
“The instant request for reconsideration is bereft of merit,” the SBAC-Automated Elections System for the 2025 National and Elections stated in SBAC Resolution No. 7.

The joint venture’s bid to provide “Online Voting and Counting System for Comelec Overseas Voting (OVCS)” for next year’s elections was placed at P112 million.
Along with the decision was the Election official’s ruling to “authorize Honorable Chairman George Erwin M.Garcia to sign the Notice of Award (NOA), Contract, and Notice to Proceed (NTP) on behalf of the Commission on Elections.”
The Comelec meantime directed the joint venture to submit its Supply and Delivery Management Plan within 10 days upon receipt of the NOA.

Paano ba talaga yung proteksyon, yung security para masiguradong protektado ang boto,” Garcia when interviewed at the sideline of the Comelec en banc session, pointed out.
(Once the Notice to Proceed has been awarded, we can already customize (the design). We also want to show the OVCS system to the public. How to use it, what are the protections for the ballots cast.)
In the 2025 elections, Filipino overseas voters will be given one month to cast their ballot, and one important factor Garcia said, is how to secure their votes.
