House targets to make NFA rice available in the market by June

MANILA — The House of Representatives targets to make the more affordable NFA rice available to the public by June, as it plans to fast track the legislation that will amend the Rice Tariffication Law.

The RTL removed the authority of the NFA to sell rice directly to public markets, and limited its function to ensuring buffer stocks for disasters.

House Speaker Martin Romualdez expressed optimism that the President will certify as urgent the proposed amendments to the RTL, and urged the Senate to support the measure.

He expects the NFA rice to sell at around P30 per kilo, lower than the prevailing retail prices of rice, which starts at P48 per kilo in Metro Manila, based on the Department of Agriculture’s Tuesday monitoring.

“By June we should bring the price of rice down by at least P10 or even P15 na, close to P30 kada kilo. We will do this by having the NFA bring to the market affordable rice para sa lahat ng mamamayan na pwede silang bumili ng abot kaya na presyo, mga P30 (per kilo). Ito po ang maaari nating mga amendments na pinapaspasan natin,” Romualdez told the media on Tuesday, noting that he was scheduled to meet the President that afternoon.

“This is a priority of the President… We urge our friends in the Senate na gawin din nilang urgent para matapos natin at yung ating mamamayan makaka-enjoy ng mas mababang presyong bigas galing sa NFA,” he added.

Deputy Majority Leader and ACT-CIS Party List Representative Erwin Tulfo, meanwhile, eyes the approval of the RTL amendments by the House of Representatives before the Sine Die Adjournment on May 24.

"That’s not impossible. Kasi 3 weeks aaraw-arawin ‘yan ng Committee on Agriculture… Na kay Presidente na ‘yun kung pakiusapan niya ang Senate kung pwede araw-arawin. We have three weeks… We will not repeal the law. We will just adjust it,” he said.

"Before this RTL bumebenta ang NFA. ‘Yung mga walang pera, bumili ka ng NFA. Ngayon wala kang mabiling NFA… Pinafa-fast track ni Speaker ang review ng RTL,” Tulfo added.

"Every congressman that I spoke with these past few months, they are saying agree kami diyan… kailangan lang amyendahan ang batas,” he noted.

President Ferdinand Marcos Jr. had promised during his campaign to bring down the price of rice to P20/kilo.
