Senators shoot down Gadon's Cha-cha appeal

MANILA -- Several senators thumbed down the appeal of Presidential Adviser on Poverty Alleviation Larry Gadon to include political amendments in their charter change discussions.

Gadon on Wednesday submitted his suggestions to Senate President Juan Miguel Zubiri and Speaker Ferdinand Martin Romualdez, where he urged lawmakers to insert political amendments in their deliberations on revisions of the 1987 Constitution.

Congressional leaders and President Ferdinand Marcos Jr. have already said that those changes are not on the table.

Gadon told reporters that he did not seek approval from the president when he offered his suggestions to Zubiri and Romualdez in a letter.

Senator Nancy Binay pointed out that there is no proposal for a political provision in the Resolution of Both Houses Number 6 which is now under discussion in the Senate.

RBH6 targets to amend certain economic provisions in the 1987 Constitution, with a clear stand for senators and congressmen to vote separate on the proposed measure.

"There’s no reso that includes yung pol [political] changes sa reso, so 'di ko alam kung pwede talakayin. Wala naman sya sa RBH 6," Binay said.

Despite the Pulse Asia survey result which stated that 74 percent of Filipinos are against amending the charter now or in any time, Binay believes that discussing charter change is also productive.

"Siguro magandang pag usapan pa rin kasi based sa previous hearings. As a senator, ang dami kong natutuunan lalo na resource persons members ng constitutional framers. Hindi waste of time lalo na kung iikot kami sa mga probinsya maririnig sentimyento," Binay said.

(I think it's also good to discuss this. As a senator, I've learned a lot from the framers of the Constitution. I don't think that listening to people in the provinces will be a waste of time) 

Senator Cynthia Villar, meanwhile, reiterated her stand against charter change. 

"Alam niyo naman ako, hindi ako in favor of chacha kasi okay naman tayo para wag na tayo naga-away," Villar said. 

(You know me, I'm not in favor of chacha. So, let's just stop it so we will no longer fight.) 

Senate Minority Leader Aquilino "Koko" Pimentel III, on the other hand, expressed his interest to hear Gadon's plan to alleviate poverty which is his responsibility.

"It would be better to ask Sec. Gadon what poverty alleviation measures he has in mind and just request him to keep his mind off constitutional amendments," Pimentel said.
