Teacher asked to explain scolding of students in viral video: DepEd

MANILA (UPDATED) -- The Department of Education's (DepEd) regional office released on Monday a show cause order against the teacher who went viral on social media, apparently lashing out on her students during a live video streaming.

In a press conference, DepEd Spokesperson Asec. Francis Bringas said the teacher is given 72 hours to explain what happened and why she must not be sanctioned with an administrative case.

This will be the basis of a committee whether or not there will be a fact-finding or preliminary investigation or -- if the explanation is satisfactory -- the regional director will act on the issue.

Types of sanctions include reprimand, suspension, or dismissal from service.

Bringas said the teacher has also met with the school head and the schools division superintendent.



He did not identify the teacher, but confirmed that she works in a school in NCR and is teaching high school students. 

Bringas said DepEd is prioritizing the rights and welfare of students and teachers. 

"If we mainly judge it based on the video that we saw on social media, hindi natin talaga ma-ascertain kasi hindi ganoon ka-audible iyong audio galing sa mga mag-aaral. And the video came already at a point na galit na siya and hindi natin nakita iyong prior to the situation na galit na galit na siya. Hopefully, in the investigation or in the explanation, makuha talaga natin iyong pinanggagalingan o pinanghuhugutan ng teacher in that video. So we will have to suspend our judgement on whether it was really called for to make those remarks," he said. 

"Initial information that we got is parang na-prompt iyong teacher na magsalita nang ganoon because some or a certain group of learners in the class made remarks that are truly hurtful to her," he added.

Bringas explained the agency is also upholding the rights and limits to social media use, enumerated in a DepEd order. 

"Hindi ganoon ka detalye ang DepEd order but it is really a guidance to all our public school teachers and employees to be responsible enough in their social media accounts... Siguro naman makikita natin na hindi dapat na ginagamit ang sarili mong account para i-publish ang whatever is ongoing in class, lalong-lalo na kung may mga bata sa iyong video," he said.
