LTO tops convictions on red tape: ARTA

MANILA — The Land Transportation Office topped convictions about difficulties in government transactions which were sent to the Anti-Red Tape Authority, it said Thursday.  

As of November 2023, a total of 16,099 complaints and concerns were forwarded to ARTA, its Director General Ernesto Perez said. 

While ARTA did not specify the exact number of LTO-related complaints, Perez said most cases were related to fixing concerns.

“Karamihan po doon ay LTO cases as a result of our entrapment operation,” he said.

He added that while more had to be done to eliminate red tape in the LTO, there had been “substantial improvement” in the past years after a series of entrapment operations against fixers.

ARTA is pushing for digitization of government transactions as a long term solution for transparency and convenience.

“Nabawasan naman kahit papaano. Ngayon, ‘pag nag-renew ka ng driver’s license mo, mabilis na kasi fully automated na sila. Kung ang LTO branch ay fully automated, hindi na nila kailangan ng fixer para makuha ang kanilang lisensya o car registration,” Perez said. 

ARTA Deputy Director General for Legal Undersecretary Geneses Abot said the agency was meeting with the LTO to help address these concerns.

“We need the cooperation with the agencies itself para internally, they can make measures para mapigilan ang fixing… Medyo matagal na at ingrained na actually sa culture kaya dapat sa loob mismo mag-ayos,” Abot said.

ARTA has called on the public to report cases of fixing and inefficient government services.

LTO I.T. WOES

Meanwhile, several groups earlier questioned LTO's alleged charging of fees for the previous information technology provider despite having a new IT system called the Land Transportation Management System (LTMS). 

LTO Chief Assistant Secretary Vigor Mendoza said only 3 percent of the agency's transactions involved the old IT provider and LTMS was “not yet fully operational” nationwide.

Under the contract with LTO’s previous provider, payment fees are allowed "for specific transactions that cannot be processed under the LTMS,” Mendoza said in an explanation to Transport Secretary Jaime Bautista. 

The LTO chief added that delays in processing transactions were due to instances that LTMS is down.
