Martin Delgra III explained that his client is “doubtful” of the integrity and independence of the Quad Comm. </p><p>“While my client’s attendance is supposedly for him to provide valuable insights and to shed light on issues under discussion, particularly on extrajudicial killings, it is apparent that the inquiry is a mere political ploy aimed to indict him for crimes he did not commit,” Delgra said. </p><p>He added that Duterte is “gravely concerned” over the manner by which the Quad Comm allegedly “persuades” persons to admit matters under oath. </p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/news/2024/10/28/at-senate-probe-duterte-allies-and-critics-clash-on-legacy-of-bloody-drug-war-1340" id="isPasted">At Senate probe, Duterte allies and critics clash on legacy of bloody drug war</a> </div><p>“My client, a former city prosecutor, even offered an opinion that it was a case of subornation,” Delgra said. </p><p>He noted that Duterte appeared before the Senate Blue Ribbon Committee last October 28, where he extensively discussed and shared his knowledge on the alleged extrajudicial killings during his administration. Delgra said his client suggests that the transcript of the Senate hearing be made available to the Quad Comm “to save the government time and taxpayer’s money”. </p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/news/2024/10/28/drug-war-protest-1933" id="isPasted">PHOTO: Victims protest as Duterte faces Senate hearing</a> </div><p>“In view of the foregoing, it is my client’s position that his presence before the Honorable Joint Committee in the public hearing set on November 7, 2024 at Quezon City is no longer necessary,” Delgra said. </p><p>Duterte also skipped the October 22 House Quad Comm hearing. His counsel said he was not feeling well, but was “willing to appear” before the Quad Comm on some other available date “preferably after November 1”.</p><p>In an interview in Davao City last November 1, Duterte said the House quad comm inquiry might be repetitive compared to the Senate hearing he attended the previous week.</p><p>&quot;Hindi naman ako nagpapasuplado, pero yung testimony ko sa Senate, natanong naman ng lahat. That will be the meat, the substance ng testimony ko. Kung paulit-ulit lang nila, okay lang man mag-appear ako. Tutal pareho rin ang sagot ko.
