Under Executive Order No. 73, the increase in base rates for the overseas allowance (OA) and living quarter allowance (LQA) ranges from 35 percent to 40 percent, which will be implemented in four tranches.

The family allowance (FA) for qualified dependents, meanwhile, will be upped by at least $50 per month. Personnel abroad who also have no more than 3 legal dependent children below 18 years old can receive an education allowance for their kids enrolled in the primary, elementary, and high school levels.

The order also mandates a one-time uniform increase of 15 percent in the representation allowance for those eligible to receive such, to keep up with the rising prices for products and services required for entertainment, contributions, flowers, wreaths, and other expenses.

In a statement, the Department of Budget and Management (DBM) said the updates came from the comprehensive review conducted by them and the Department of Foreign Affairs (DFA) of the allowances under EO No. 156, s. 2013, which was issued more than 10 years ago.

While remaining mindful of budget limitations, the DBN said it considered global inflation rates, buying/purchasing power of the US dollar over time, and the United Nations International Civil Service Commission (UN ICSC) Retail Price Indices when adjusting the allowances.

For its first year of implementation, the amount needed to cover the adjustments in allowances shall be taken from the agency savings and/or the Miscellaneous Personnel Benefits Fund (MPBF) under the 2024 General Appropriations Act.
