CA confirms new Civil Service Commission chief

MANILA — The Commission on Appointments (CA) has confirmed the appointment of Marilyn Barua Yap as the new chairperson of the Civil Service Commission (CSC), replacing Karlo Nograles who has resigned to run for mayor of Davao City.

Sen. Cynthia Villar sponsored the confirmation of Yap's appointment as chairperson of the CA committee in charge of constitutional commissions.

"Atty. Barua-Yap’s dedication to public service spanning over three decades is marked with excellence and integrity. And her background in law, public administration, and legislative reform makes her exceptionally qualified for the esteemed position of Chairperson of the Civil Service Commission," Villar said.

Yap breezed through the CA panel earlier in the day before her appointment was confirmed by the full commission.

Nobody opposed Yap's appointment.

Yap bared her intention to build on the work of her predecessors at the CSC.

"Particularly his digitalization efforts embodied in the Philippine Civil Service Modernization Plan, which is designed to come up with an integrated, unified human resource management information system that shall streamline, integrate, and automate human resource processes and payroll processes across government agencies," Yap said.

"I also intend to pursue professionalization initiatives or efforts, the centerpiece of which will be the implementation of a competency-based human resource management system," she added.

Yap served in the past as Secretary-General of the House of Representatives.
