"I suggest that we pass a directive that telco towers just need a clearance from the mayor so that they can situate the towers in a more efficient manner. The current status map is that it goes through so many layers from up to barangay kagawad I think have to approve it. And it leads to a lot of inefficiencies and delays in the implementation of the rollout process," Remulla said.

Prior to his appointment at DILG, Remulla was governor of Cavite province for many years.
His elder brother Jesus Crispin is justice secretary.
