MANILA — Flags will fly at half-mast at government buildings and installation in the Philippines on November 4, which President Ferdinand Marcos Jr. has declared a Day of National Mourning for the victims of Severe Tropical Storm Kristine, which has a reported death toll of 150.

The storm also affected more than 7 million people, many of whom had to evacuate from flooding that some local government units said were unprecedented in their areas.

Proclamation No. 728, signed for Marcos Jr. by Executive Secretary Lucas Bersamin, said the national day of mourning is declared “in solidarity with the bereaved families and loved ones of those who perished due to the devastation” that Kristine brought.

“The entire nation is requested to offer prayers for the eternal repose of the souls of the victims,” the proclamation also reads.

Widespread flooding caused by Kristine has prompted a review of flood control projects and the government's disaster risk management programs.

The Philippines, battered by Kristine, also had to conduct rescue and relief operations in response to Super Typhoon Leon, which entered the Philippine Area of Responsibility soon after.

The National Disaster Risk Reduction and Management Council said Saturday morning that 168,039 people had to be preemptively evacuated in the Ilocos Region, Cagayan Valley, Central Luzon, MIMAROPA, Bicol Region, Western Visayas, Eastern Visayas, Zamboanga Peninsula and in CARAGA.

Of 809, 745 people displaced by the storms, 1,351 were sheltering in evacuation centers, NDRRMC also said.
