MANILA — Senator Imee Marcos recommended the integration of the Ayuda sa Kapos ang Kita Program (AKAP) and Assistance to Individuals in Crisis Situation (AICS), both programs of the Department of Social Welfare and Development (DSWD), during the plenary deliberation of the agency’s budget Tuesday night.

The Senate Committee on Finance previously proposed the deletion of the P39 billion funding for AKAP, which was included in House Bill 10800 or the House of Representatives’ version of the proposed 2025 budget.

“While we recognize the necessity of immediate relief by direct financial assistance, it is imperative that we focus also on social protection initiatives such as those mentioned by yourself — the SLP, Kalahi-CIDSS which foster longterm development and self-reliance rather than creating a new ayuda nation,” Marcos told Senator Loren Legarda, who was interpellating.

According to the DSWD website, AKAP is a program similar to AICS which gives financial help but is limited to minimum wage earners.

“Nakakatuwa ‘yang AKAP eh dahil bigla na lang sumulpot ‘yan. Wala naman sa NEP (National Expenditure Program), wala naman sa DSWD budget, wala man lang sa wishlist nila [ay] bigla na lang sumulpot noong nakaraang taon,” Marcos said. “Matapos ‘yun, tinatanong ng lahat ano ba talaga ang programang ‘yan? Eh biglang Pebrero, katapusan ng Marso saka lang lumabas ang mga guidelines.”

Asked where the P39 billion was transferred to, Marcos said she was leaving it to the wisdom of the Senate leadership and hopes that this could be threshed out when the bicameral conference committee is convened. The said committee is made of representatives of the Senate and House of Representatives to reconcile conflicting sections in their versions of the bill.
