Maria Tan, ABS-CBN News MANILA (UPDATED) — Royina Garma, the former police official who implicated former President Rodrigo Duterte in alleged drug war killings, left the Philippines but was detained in the United States, the justice department said Tuesday. 

Garma left for Washington, DC with her daughter last November 7, sources said, ABS-CBN News sources said Tuesday.  

But Garma was arrested in San Francisco, California, the justice department said, without providing additional details. 

The agency said Justice Secretary Jesus Crispin Remulla directed the immigration bureau to facilitate Garma’s return to the Philippines.  

"While we work to ensure the safe return of Ms. Garma, we trust that she will remain cooperative with all ongoing investigations," Remulla said in a press release.

A House mega panel investigating Duterte’s anti-narcotics crackdown last week said it released Garma from detention after she committed to attend its next hearings. 

In previous hearings, the retired police colonel claimed Duterte had sanctioned a cash reward system for the deaths of drug suspects.

She said a national task force patterned after the "Davao Model," provided the financial rewards, plus funding for planned operations and reimbursement for operational expenses. 

Duterte denied Garma's allegations.

"Walang pulis na papasok na ganon. Makukulong sila. Why would they accept that kind of agreement when it will later on bring their downfall. Walang reward 'yan. Hindi ako nagbibigay ng reward," he said in a Sonshine Media News International (SMNI) program.

Duterte said he never ordered the police to kill individuals involved in illegal drugs without due cause.

"Ito talaga ang order ko sa kanila. Hanapin mo at arestuhin ninyo kung saan ninyo. Bring them to me, pero pagka-lumaban at nakita ninyo na ang sarili niyong buhay ay mapalagay sa alanganin, patayin ninyo, kasi ayaw kong makita ang pulis ko ang mamatay kaysa sa kriminal," he said.

Pope Francis, who is in hospital with a respiratory infection, is in a stable clinical condition and does not have a fever, the Vatican said in a statement on Monday (February 17).

Doctors have changed treatment for Pope Francis' respiratory tract infection to tackle a "complex clinical situation" and he will remain in hospital for as long as necessary, the Vatican said on Monday.

The 88-year-old pontiff has been suffering from a respiratory infection for more than a week and was admitted to Rome's Gemelli hospital on Friday (February 14).
