Unauthorized exhumations done at the Barangka Municipal Cemetery could be the handiwork of a criminal syndicate, Marikina Mayor Marcy Teodoro said Friday, with some exhumations done less than 3 years after burial.

Teodoro said that under the Sanitation Code, graves cannot be moved or disturbed within 3 years after remains are buried there. The exhumations should also be done in coordination with the city health department. “My mga hinukay wala pa 3 taon na naililibing,” he said.

He said the emptied graves are then resold by the criminal group.

One reason for the rush in exhumations, he said, is that new remains are set to be buried there.

The local government has filed charges of violation of the sanitary code against 6 people allegedly behind the illegal exhumations. Some of the suspects, the mayor said, are not from Marikina.

The cemetery administrator is also facing administrative and criminal charges after being removed from his position.

Teodoro said relatives whose loved ones’ remains were illegally exhumed could try to identify the remains.

He said the remains could be placed in an ossuary or common grave, be cremated or reburied.
