George Calvelo, ABS-CBN News/FileMANILA — The Commission on Elections on Sunday apologized after it failed to impose its 10-minute limit for interviews on former Commissioner Rowena Guanzon, who spoke on stage for 32 minutes after formalizing her party-list bid for the 2025 elections.

Under Comelec rules, each aspirant is given two minutes to introduce themselves to the media, and another 8 minutes to answer questions. 

Guanzon, who is the first nominee of the P3PWD Party-list, exceeded the time limit by over twenty minutes as she discussed her platforms, taunted several journalists, and reminisced about late Sen. Miriam Defensor Santiago.

"Ako na ang personal na humihingi ng paumanhin… Ako mismo inoorasan ko, 32 minutes… That is really beyond what is required sa rule," Comelec chairperson George Garcia told reporters.

"Comelec na lang ang may kagagawan noon, wag na natin i-attribute sa mismong kandidato," he said.

When asked why the Comelec was unable to ask its former Commissioner to wind up her speech, Garcia said: "Hangga't maaari tayo ay nakikipag-kapwa tao, lahat ng pang-uunawa ginagawa natin."

The incident was a learning experience for the Comelec, Garcia said, underscoring that the poll body is committed to "treat everyone fairly."

"We learn from our experiences na ito basta asahan ninyo na we will treat everyone fairly," he said.

"Sa susunod, ito ay isang karanasan na makakapag bigay tayo ng adjustment. Hindi dapat nababahiran itong ganitong klase nang pagmamalabis," he added.

As of October 6, the Comelec has processed 78 COCs for senatorial aspirants and 87 party-list organizations. The number is just about half of the expected 160 party-lists that will register for their inclusion in the 2025 race.
