MANILA — A law to establish a pool of tutor-mentors will help struggling learners catch up on their studies but building up that pool will take time, the chair of the House Committee on Basic Education and Culture said Monday.

The pool is part of the the measures under the Academic Recovery and Accessible Learning (ARAL) Law, which directs government to implement “a free national learning intervention program that will tap teachers and para-teachers, and pre-service teachers or those students enrolled in a teacher degree program offered by Teacher Education Institutions to help struggling learners attain the competencies set by the agency.”

“Kailangan talaga ay bumuo ang ating Department of Education ng tinatawag nating tutor pool, meaning pinapayagan natin ay current teachers, para-teachers, meaning mga pasado na sa certain courses pero hindi pa pumapasa ng [Licensure Exam for Teachers] o kaya yung mga estudyante na nasa education courses natin. Dapat ito ay gumawa ng Implementing Rules and Regulations,” he said.

He said that schools will also have to make sure that the tutors, who will be volunteers, have the time and the expertise to really help learners.
