Dahil d'yan, 'yung natitirang 117 ay sinabi ng Law Department na kung p'wede ay aprubahan 'yung recommendation nila na ipa-raffle sa dalawang Divisions ng Comele," Garcia said.
“Sa 183 na aspirants, ang rekomendasyon ng Law Department ay 66 na legitimate valid candidates na pwedeng maisama na sa opisyal na listahan ng mga pwedeng maging kandidato sa darating na 2025 NLE para sa Senado. Dahil d'yan, 'yung natitirang 117 ay sinabi ng Law Department na kung p'wede ay aprubahan 'yung recommendation nila na ipa-raffle sa dalawang Divisions ng Comele," Garcia said.
"Kinakailangang bigyan pa rin ng due process 'yung 117 out of the 183 na Senatorial aspirants upang maipaliwanag nila kung bakit hindi sila dapat ideklara na nuisance candidates. So, therefore, itong 66 ay partial list ng mga pwedeng maisama sa balota," he added.

The Comelec said that in considering one as nuisance candidate, the law department “used standards such as presence or absence of even a modicum of inclination or propensity to serve the public or be of service to others, and of any indication as to ideology, political ideas, or platforms of government necessary of Senators given the unique nature of the Senate in determining the seriousness of an aspirant's candidacy or if such merely puts the election process in mockery or disrepute.”

Therefore, wala pong pagbabago o na-alter sa 60:40 requirement. May sumalo ay hindi kinakailangang magdagdag ng pangalawang miyembro,” Garcia said.
