DOH, kumpiyansang sapat pa rin ang COVID-19 vaccine sa bansa sa 2023

MAYNILA - Tiwala ang Department of Health na mayroon silang magpagkukunan ng pondo para sa mga bibilhing bakuna kontra COVID-19 sa susunod na taon.Sa pagdinig ng Senado sa panukalang mahigit P300 bilyon hanggang P323 bilyon na budget ng DOH, sinabi ni Senador Pia Cayetano na mayroong mga existing loan ang health department para dito.Si Cayetano ang sponsor ng panukalang 2023 budget ng DOH.Kumpiyansa ang DOH na kahit walang mailaang pondo para sa bakuna kontra COVID-19 sa 2023 General Appropriations Act o GAA ay mayroon itong mahuhugot na perang pambili ng bakuna mula sa loan o utang sa malalaking financial institutions. “We still have inventory. But then, proceeds of the loan worth P3.4-billion will be available to purchase 5 million doses of the bivalent vaccines already. And then COVAX has also committed for 2023 that they could give out bivalent vaccines also And then, there are also proceeds of the loan that are available from ADB and World Bank for 2023,” sabi ni Cayetano.Ayon sa DOH, booster shots pa rin ang magiging focus ng mga parating na bakuna sa susunod na taon.Sabi ni Sen. Risa Hontiveros na base sa record, nasa P173 bilyon ang naging pondo noong 2019 ng DOH, na lumaki sa P274 bilyon ngayong 2022. At para sa taong 2023, aabot sa P301 hanggang P323 bilyon ang hirit na budget ng kagawaran.<div>COVID-19 VACCINE WASTAGE</div>Aminado naman ang DOH na may mga nasayang na bakuna kontra COVID-19.Base sa datos ng DOH, mahigit 31 million doses ng COVID-19 vaccines, katumbas ng 12 porsyento ng mahigit 250 million doses ng bakunang nakuha ng bansa, ang nasayang lang, sabi ni Cayetano.Umabot naman sa 171.20 million doses ang naiturok na.“The total wastage is 31.3 million and that is 12 percent of the total (250.38-million), which, I will add, is within the allowed percentage of wastage... But of course, this does not mean that just because it is in the allowed percentage that DOH is not striving to improve that number,” sabi ni Cayetano.Sabi niya, kasama sa mga dahilan ng wastage na ito ay ang pag-expire ng mga bakuna, ang mas maigsing life span ng ilang produkto, at ang pagkasira mula sa natural disaster o kalamidad. Tinatayang nagkakahalaga ang wastage na ito ng bakuna sa mahigit P15 bilyon.“The 12 percent wastage cost is estimated - and the reason I have to emphasize &#x27;estimated&#x27; is because even the DOH does not know the cost because this was procured through an NDA, non-disclosure agreement… the cost is P15.6 billion,” ani Cayetano.Sabi ng DOH, may mga bansang ang wastage ay nasa 10 percent gaya din sa COVAX facility.Ani Cayetano, sa mga low income at middle income countries at sa ibang mga mas mauunlad na bansa ay aabot pa umano sa hanggang 30 porsyento ang wastage ng mga bakuna, base sa World Health Organization o WHO.Pero nilinaw ni Cayetano na hindi naman ito maaring idahilan para tanggapin ang wastage rate sa bansa.Bagaman, sinabi niyang hindi naman kontrolado ng pamahalaan noon ang sitwasyon gaya ng expiration period ng mga bakunang ini-donate.“For the record lang din… we also have a lot of donated vaccines. As recipients wala naman tayong control kung malapit na mag-expire yun. But they will also fall under our inventory.
