MAYNILA (UPDATE) — Naharang ng mga awtoridad ang 2 container ng basura sa Subic Bay International Terminal Corp., ayon sa Bureau of Customs (BOC) nitong Miyerkoles.

Ayon sa mga opisyal, bahagi ito ng 30 container na dumating sa bansa mula sa United States na naka-consign umano sa isang kompanya at natuklasang mga basura ang laman nang imbestigahan.

“The shipment arrived from the United States and was consigned to a certain Bataan Twenty Twenty Inc. and were declared as American Old Corrugated Cartons for Repulping,” sinabi ng ahensya sa isang pahayag.

Maaari namang gagamitin ang mga naturang karton para i-recycle, ayon sa abugadong si Wilma Eisma, chairperson at administrator ng Subic Bay Metropolitan Authority.

"[Mayroong] alert order na ipinadala ang BOC na galing nga din sa Department of Environment and Natural Resources (DENR)... ang naka-declare naman talaga karton na for repulping so parang for recycling, basura talaga siya pero supposedly may purpose for recycling," sabi ni Eisma.

Pero sa pagsusuri ng BOC, lumilitaw na ang kargamento ay naglalaman ng mga ipinagbabawal na materyales sa basura na iligal umano na iniangkat.

“Further examination of the shipment revealed prohibited
waste materials which were illegally imported,” sabi ng ahensya.

Sa inisyal na imbestigasyon ng DENR, lumilitaw na may paglabag sa administrative order 2013-22 o ang revised procedures and standards for the management of hazardous wastes ang kargamento.

Nakahalo kasi ang plastic wastes sa karton, na ipinagbabawal sa batas, ayon kay DENR Usec. Benny Antiporda.

“May mangilanngilan na facemask pero hindi naman karamihan but we will still check on the shipment yung hundred percent nya. Iche-check pa muna namin siya, of course with the supervision of the BOC," sabi ni Antiporda.

Dagdag niya, corrugated carton ang nakalagay sa kargamento pero may nakita pa ring halong basura dito.

Nagsasagawa pa ng imbestigasyon ang mga awtoridad hinggil sa dami ng mga basurang naharang.

Ayon sa mga awtoridad, maaaring maharap sa kasong paglabag sa Customs Modernization and Tarriff Act at paglabag sa environmental laws ang mga taong nasa likod ng insidente.

Samantala, kinondena ng Greenpeace Philippines ang pag-abuso ng mga mas mayayamang bansa sa maluwag na waste importation regulations sa Pilipinas.

“The fact that we continue to be a dumping ground of countries like the US shows that the government has not been doing enough to stop waste imports: the sad reality is that we don’t have strong policies in place to prevent it," ani Greenpeace Philippines Campaigner Marian Ledesma.

Nanawagan rin ang grupo sa pamahalaan na ratipikahan na ang Basel Ban Amendment at tuluyan nang ipagbawal ang pag-import ng waste products.

"To put an end to foreign waste dumping, the government must see to it that these twin legal measures are acted upon without further delay. The ratification of the Basel Convention Ban Amendment and a total ban on waste importation will send a strong message that the Philippines is not a dumping ground, and that rich countries must take full responsibility for managing their waste instead of exporting them to other countries,” ani Aileen Lucero, national coordinator ng EcoWaste Coalition.
