MANILA - The National Bureau of Investigation on Thursday filed murder, perjury and planting of evidence charges against the policeman who killed a former soldier near a quarantine checkpoint in Quezon City in April.

The NBI Death Investigation Division filed the same charges against the 4 police trainees who had an argument with Winston Ragos, a former soldier who was found to have suffered from post-traumatic stress.

Ragos, 34, was fatally shot by Police Master Sgt. Daniel Florendo Jr. on April 21 as the former soldier reached for a supposed firearm inside a sling bag.

Police said a caliber .38 gun was found in Ragos' bag but a witness said the ex-soldier was unarmed during the incident.

The Philippine Army had sought the help of the NBI for an impartial probe after its top lawyer found prejudgment and differing testimonies from the policemen and witnesses in the area where Ragos was killed.
