MANILA (UPDATE as of April 15, 2020) - Residents in Luzon, home to about half of the Philippines' population, have been confined in their homes since last month as the government extended the “enhanced community quarantine” to arrest the spread of the coronavirus disease 2019 (COVID-19).

But some who work in basic services are exempted from the mandatory home quarantine and allowed to report to work.

These include the following:

1. MEDICAL SERVICES

- All Department of Health officials and staff
- All health and service personnel stationed at Local Government Unit health facilities
- All Philippine Red Cross vehicles bearing the Red Cross logo and staff with Red Cross IDs
- Core staff from the World Health Organization Country and Regional Offices
- Doctors and their drivers
- Hospital staff and employees including janitors
- Medical professionals and other employees
- Private caregivers

2. FUNERAL SERVICES

- Employees
- Immediate family of the deceased
- Officiating priests, imam, pastors, and other religious ministers

3. EMERGENCY RESPONDERS

- DILG 911 and DILG emergency Operations center personnel
- Bureau of Fire Protection personnel
- Disaster Risk Reduction and Management Council personnel
- Department of Social Welfare and Development personnel
- Barangay Health Emergency Response Team
- Local government officials

4. SECURITY SERVICES

- Philippine National Police personnel
- Armed Forces of the Philippines personnel
- Philippine Coast Guard personnel
- Bureau of Jail Management and Peonology personnel
- National Bureau of Investigation personnel
- Office for Transportation Security personnel
- Bureau of Customs personnel
- Bureau of Immigration personnel
- Philippine Ports Authority personnel
- Metropolitan Manila Development Authority personnel
- Company security officers and security guards
- Force multipliers (barangay officials, tanod)

5. BANKS AND FINANCIAL SERVICES

- Bank employees
- Technical service support crew
- ATM service provider crew
- Armored vehicle crew
- Money transfer services employees
- Capital market personnel (based on skeletal workforce)
- Bangko Sentral ng Pilipinas personnel
- Securities and Exchange Commission personnel
- Philippine Stock Exchange personnel
- Philippine Dealing and Exchange Corporation personnel
- Philippine Securities Settlement Corporation personnel
- Philippine Depository and Trust Corporation personnel

6. STORES

- Employees of supermarkets, groceries, hypermarkets, convenience stores, sari-sari stores
- Public market vendors
- Pharmacists and employees of drug stores

7. FOOD (DELIVERY AND TAKE-OUT)

- Food chain staff and crew
- Restaurant staff and crew
- Carinderia staff and crew

8. ESSENTIAL GOODS

- Delivery personnel of cargoes with or without load (maximum of 3 including the driver)
- Employees in manufacturing establishments engaged in the production and distribution of the following:
-food
-essential and hygiene products
-medicines and vitamins
-medical products such as PPEs, masks, gloves, and others
-logistics/warehouse establishments’ employees
-personnel of delivery services for food, water, medicine, and other basic necessities

9. UTILITIES

*TELECOMMUNICATIONS
- Key officials and employees
- Employees of cable/internet service providers and third-party contractors

*ENERGY COMPANIES
- Electric power generation, transmission and distribution employees
- Exploration, coal operation, and trading employees and delivery drivers
- Petroleum tanker drivers
- Gasoline attendants

*WATER COMPANIES
- Key officials and employees
- Water delivery and refilling stations

*SANITATION
- Industrial, residential, hospital and toxic garbage/waste collectors and drivers

10. DIPLOMATS

- Heads of mission or designated foreign mission representatives including limited foreign mission personnel and staff

11. AGRICULTURE

- Agribusiness and agricultural workers
- Farm owners, farmers, farm workers, fishers
- Employees of agricultural supply stores/outlets
- Veterinarians and employees of vet clinics

12. MEDIA

- Media personalities including the Presidential Communications Operations Office and its attached agencies

13. GOVERNMENT

- Government officials and their support staff
- Senators and House of Representatives members with their chiefs of staff
- Department secretaries, undersecretaries, assistant secretaries, and bureau directors
- Ombudsman and deputy ombudsman
- Justices of the Regional, Metropolitan, and Municipal Trial Courts
- Government skeletal force of the executive branch
- Prosecutors
- Local chief executives
- DOLE Skeletal Staff for Tulong Hanapbuhay sa Ating Disadvantaged/Displaced workers (TULAD)
- Philippine Statistics Authority employees conducting survey activities related to COVID-19 and those conducting registration and implementation of the National ID system

14. TRANSPORTATION

- Critical transportation facilities employees (MRT, LRT, Airport, Toll)
- Civil Aviation related services personnel
- Pilots and crew of airline ground personnel
- Air traffic services personnel and other personnel of the CAAP
- Airport personnel
- Civil aeronautics personnel who man the Malasakit Help Desk
- Ship captains and crew

15. OTHERS
- Private individual (1 per household) availing essential services
- BPO personnel while setting up "work from home" arrangement or being shuttled by their respective companies including support service provider crew
- Export-oriented business personnel including those inside economic zones and their support service provider crew while being shuttled by their respective companies
- Hotel employees and tenants who have existing long term leases and booking accommodations
- Distressed OFWs
- Outbound and inbound international passengers and drivers
- Employees of the Philippine Postal Corp.
- PAGASA field station personnel
