LTO execs sued over allegedly anomalous license card deal

MANILA - Land Transportation Office (LTO) chief Edgar Galvante and six other officials are facing administrative and criminal complaints over the alleged rigged bidding of driver's license cards.

The Anti-Trapo Movement of the Philippines, represented by its chairman Leon Peralta, has asked the Ombudsman to investigate the LTO officials for graft, violations of the ethics code for public officials, and the procurement law.

Also named respondents are LTO Bids and Awards Committee (BAC) chairman Romeo Vera Cruz, and members Mercy Jane Paras-Leynes, Rector Ortiga, Maribel Salazar, Irenea Nueva, and Francis Joy Almora.

The group said the LTO illegally entered into an agreement with Allcard Plastic Philippines, Inc. in 2016 after awarding the contract for the procurement of three million pieces of driver's license cards through direct contracting, instead of going through the required public bidding.

P187-million was paid to Allcard, which means each card costs P62.30.

Peralta said, the government could have paid less had the procurement been opened to the public.

"There are providers out there that can supply the card at mere P30.00," Peralta said.

ABS-CBN News sought Galvante's side on the complaint. He has yet to issue a statement as of posting.
