A shopping mall in Surigao City has been cordoned off after the building sustained massive damage following Friday’s magnitude 6.7 earthquake.

Tenants were not allowed inside the Gaisano Capital Surigao while the building’s integrity has yet to be assessed after the quake.

A portion of the mall’s wall collapsed and its glass windows shattered.

MANILA — The Metropolitan Manila Development Authority (MMDA) said all major roads under its jurisdiction would be covered by the "no-contact apprehension policy" or NCAP.

These include EDSA, Commonwealth, Quezon Avenue, Roxas Boulevard, C-5, Ortigas Avenue, and Macapagal Boulevard.

MMDA Chair Romando Artes said the implementation of the NCAP would start on Monday, after the Supreme Court partially lifted a temporary restraining order against the policy. The measure is seen to be crucial, especially with the looming EDSA rehabilitation.

"Sa aming palagay malaki ang maitutulong nito kasi yung panghuhuli natin will be through CCTV camera at wala nang physical apprehension. 'Pag may physical apprehension, paparahin, magtatalo, minsan magne-negotiate ng suhol…yan ay nagko-cause ng delay ng traffic," Artes said.

But some motorists have apprehensions with the NCAP, saying the violations have been piling up.

"Di makatarungan yan sa mga driver kasi di mo alam na may huli ka na pala, di mo alam paanong huli ang binigay sa yo. Mahirap yan sa aming driver na huhulihin ka, di mo alam violation mo sa NCAP na to," taxi driver Manny Doringo said.

"Mahirap yun sa operator kasi babayaran nila yon, dagdag gastos sa mga bayarin. Yung operator ang tumutubos. Noong di na kaya operator, driver na tumutubos, di na sila nagda-drive. Mahirap kasi ipapasagot sa driver yan lalo wala na kita," said Myla Donaire, an operator.
