Purisima, Napeñas barred from leaving PH

Former Philippine National Police chief Alan Purisima and former Special Action Forces director Getulio Napeñas are barred from leaving the Philippines, unless authorized by the Sandiganbayan.

The anti-graft body issued a hold departure order against the two former police officials, ordering the Bureau of Immigration to prohibit them from leaving the country without proper permission.

"The Bureau of Immigration is hereby directed to BAR/PROHIBIT the above-named accused from leaving the Philippines for any destination abroad, either by air or sea transportation, except by prior written permission duly secured from and granted by the Court," the Sandiganbayan order stated.

The HDO was issued following the indictment of Purisima and Napeñas over their alleged unlawful acts in the planning and execution of "Oplan Exodus" in Mamasapano, Maguindanao on January 25, 2015. Over 60 people died in the botched police operations, including 44 SAF troopers.

On January 24, 2017, Napenas and Purisima were charged with graft and usurpation of official functions.

Purisima is accused of performing functions of a PNP chief in the mission planning and supervision over execution of Oplan Exodus while suspended over another pending case on the Werfast courier service anomaly. He has since posted bail for the charges.

Meanwhile, Napeñas was also charged with following orders from Purisima, who was suspended at the time, bypassing then OIC-PNP Chief Deputy Director Leonardo Espina.

The HDO encoded Purisima's name as "Allan" based on the charge sheet filed by the Ombudsman. However, his given name is spelled as "Alan."
