MANILA – Senator Leila de Lima said on Wednesday former police senior superintendent Cezar Mancao II might be used by the Duterte administration against her.

Mancao had been hiding since 2013 after escaping from the custody of the National Bureau of Investigation. His surrender to the Philippine National Police (PNP) – Criminal Investigation and Detection Group (CIDG) was announced on Wednesday.

De Lima, one of the fiercest critics of the administration, said the Duterte government using Mancao to besmirch her reputation is not far from happening.

"So, ano na naman ang game plan ng mga kampon ni Satanas? Huwag siyang pagagamit," said De Lima.

"That's not impossible, at the rate this administration is doing everything within its powers para lang matupad na masiraan ako. I would not know," she added.

In 2014, whistle blower Sandra Cam, a De Lima critic, submitted an affidavit to the Commission on Appointments about the then-justice secretary’s supposed illicit affair with Mancao.

2013 ESCAPE

Mancao was among those charged for the murder of publicist Salvador "Bubby" Dacer and his driver Emmanuel Corbito in Indang, Cavite in 2000.

A decision by a court turning down his bid to become state witness in the double-murder case prompted him to escape from the NBI custody. He feared for his life after learning that the court ordered his transfer to the Manila City Jail.

Following his escape from the NBI, Mancao alleged that the DOJ’s WPP was riddled with corruption.

In 2015, while on the run, Mancao absolved Senator Panfilo Lacson and former President Joseph Estrada, admitting that he has no personal knowledge of their supposed involvement in the double murder case. He also added that he was just forced by the past administration to implicate them.
