Parking on space for PWDs? Council wants Accessibility Law amended

MANILA - After the approval of VAT exemption for persons with disabilities (PWDs), the National Council on Disability Affairs is now working on the amendment of the Accessibility Law.

National Council on Disability Affairs executive director Carmen Zubiaga said they are currently working on the amendment of the Accessibility Law or Batas Pambansa 344 to update and clarify some of its provisions such as the sanctions for those who violate it.

She pointed out that the law, which was passed in 1982, does not address sanctions for people who park their spaces reserved for PWDs.

"'Yung parking ay bibigyan natin ng kalinawan dahil po doon sa luma nating batas na naipasa pa nung 1982 ay hindi pa po ‘yun kasama at hindi po siya nabigyan ng magandang paliwanag o ‘yung probisyon. Wala po kasing malinaw na sinasaad ang batas tungkol diyan kaya ngayon lilinawin natin ‘yan dito sa amendment ng accessibility law," she said.

In a separate interview with ABS-CBN News, Zubiaga said they are currently coordinating with local government units (LGUs), municipal engineers, and municipal building officers to help them in their campaign to make all establishments PWD-friendly.

“Kailangan naman gawin nating mabigat o gawin nating puspusan ang ating kampanya na lahat ng establisimyentong pampubliko ay maging accessible para sa mga person with disabilities," she said.

Accessibility Law is an act enhancing the mobility of disabled persons by requiring certain buildings, institutions, establishments and public utilities to install facilities and other devices. Last year, Sen. Sonny Angara, who also worked for the VAT exemption for PWDs, called for compliance on the said law.

"It's sad to hear that there are a lot of facilities and establishments, and even government offices, here in the country that are still not accessible to PWDs--a clear violation of B.P. (Batas Pambansa) 344," Angara said earlier during the National Forum on Sustainable Development for PWDs.

Aside from the Accessibility Law, Zubiaga said they are also working on the access of information and communication technology for PWDs. She said TV stations should employ sign language interpreters for their primetime news programs. Story by Neima Chowdhury
