<p>MANILA -- Actress Angel Locsin broke her social media silence to speak up about the devastating floods that hit Cebu during Typhoon Tino’s onslaught. I</p><p>n a rare online post, Locsin expressed sympathy for affected residents and questioned whether the disaster could have been prevented, urging authorities to investigate the cause of the severe flooding.</p><p>&quot;Not another one 😔 Hoping everyone in Cebu is safe,&quot; Locsin wrote in a post on X.</p><p>&quot;Are we all thinking the same — is it just because of the rain, or because something could’ve been done to prevent it? Hope authorities look into this as well so it doesn’t happen again.
