MANILA — The Movie and Television Review and Classification Board (MTRCB) has admitted it cannot regulate content in online streaming platforms and social media, even if many complain about these.

In Tuesday’s hearing of the Senate Subcommittee on Finance about the agency’s proposed 2025 budget, MTRCB Chair Diorella Maria “Lala” Sotto-Antonio said it is not part of their responsibility.

“It is impossible to regulate all these online curated content platform services. We cannot review, classify each and every material before it is exhibited on the screens. First, it is not within our mandate. It is not within our purview,” Sotto-Antonio said. 

MTRCB Executive Director Roberto Diciembre added, “Wala pa namang internet during, in 1985 when PD 1986 was created. So, hindi pa namin jurisdiction yung online.”

(There was no internet yet in 1985, when PD 1986 was created, so online is not yet within our jurisdiction.)

PD 1986 or Presidential Decree 1986 created the MTRCB.

Sotto-Antonio added it is not “humanly impossible” to review all online content.

“There are only 31 board members. And there are thousands, even millions of materials to be reviewed if we will be reviewing online streaming. And the board is not capable of doing so,” she explained.

Asked by Subcommittee Chair Senator Jinggoy Estrada if Netflix and Vivamax are included in the said online content, Sotto-Antonio answered yes.

MTRCB has received numerous complaints about Vivamax, according to Diciembre.

What MTRCB is proposing is to have cooperation with online streaming platforms to ensure safeguards are in place and that there is a feedback mechanism.  

Sotto-Antonio said they have had dialogues with the owners of VivaMax who have been doing their best to cooperate.
