MTRCB defends X rating given to docu ‘Alipato at Muog’

MANILA — The Movie and Television Review and Classification Board (MTRCB) on Tuesday said documentary film “Alipato at Muog” violated Presidential Decree 1986, which warranted its X rating and prohibition for public exhibition, according to chair Diorella Maria “Lala” Sotto-Antonio.

The film is about the abduction and disappearance of activist Jonas Burgos.

During the hearing of the Senate Subcommittee on Finance on Tuesday, Chairperson Senator Jinggoy Estrada read a social media post of the film director JL Burgos, who said the X rating was a form of censure.

But Sotto-Antonio defended the decision.

“The film tends to undermine the faith and the confidence of the people in their government or duly constituted authorities. Therefore, the first Review Committee rated it X,” she said.

“We all know freedom of expression is not absolute nor limitless that is why there is a law in place. That is why there exists MTRCB. That is why we have the Presidential Decree of 1986 to follow because there is a law,” Sotto-Antonio added.  

Despite this, Sotto-Antonio said they gave the film an exemption permit and was given the green signal to be shown in the Cinemalaya Film Festival and in academic events, which supposedly shows that there is no curtailment of the freedom of expression or creation.

A second review is also scheduled on September 5.
